Sen. Mark Warner to Unveil AI Agent Bill

Lawmakers are racing to catch up to AI, with dozens of bills floating around Congress that address issues from deepfakes to model safety. On Monday, Sen. Mark Warner (D-Va.) plans to unveil a discussion draft that focuses on another area at the frontier of AI: agents.
While chat interfaces like Claude and ChatGPT may have been the gateway to AI, agents are driving much of the technology’s growth and spending. They include everything from customer service bots on travel booking websites to popular services like OpenClaw that can draft emails or complete research tasks for users.
The rapid rise of agents also raises thorny questions—for example, about how users can ensure the confidentiality of their personal information and whether massive platforms from the likes of Google and Meta Platforms can throttle other services’ agents. The draft of Warner’s bill, which The Information viewed, aims to be the first legislative framework to create rules addressing such scenarios. The bill could face a difficult road to passage during a crowded legislative calendar and looming midterm elections.
