In Donald Trump’s campaign for a second term as president, he repeatedly invited Chinese electric vehicle makers to set up factories in the U.S. as long as they hired American workers. No one knew whether the welcome mat was serious, a sort of political psy-war—or just empty talk.

It seems Trump was serious, or at least Senate Republicans think so: An overlooked section of the 940-page budget bill they have sent to the House would allow tax credits for Chinese EV battery joint ventures.
