Less than a year after Congress approved a quarter of a trillion dollars in spending to jumpstart a U.S. battery industry, workers in Nevada have begun building one of the largest lithium mines on the planet. That should be a cause for rare Western confidence, but elsewhere in the U.S. and Europe, battery metal mines and processing plants remain mostly stalled or slow to be proposed.
